Basic Salary
Basic salary is the fixed core of an employee's pay, before allowances — and the figure most statutory calculations in India are computed on.

It matters out of proportion to its size because so much hangs off it. Provident fund contributions, gratuity, and the HRA exemption limit are all derived from basic (or basic plus dearness allowance), not from gross or CTC. Change basic and all three move.
That makes the basic-to-CTC ratio a genuine design decision rather than a formatting choice. A high basic means larger PF contributions from both sides, a bigger gratuity liability accruing, and lower monthly take-home. A low basic reverses all three — which is why some structures push basic down, and why doing so has consequences for the employee's retirement savings that are rarely explained to them.
There is no statutory percentage that basic must be, but structures that push it very low attract scrutiny, and wage legislation defining 'wages' for contribution purposes limits how far the exercise can go.
